In terms of a transparent and uniform quality culture, it serves as a binding orientation framework for the coordination of quality-relevant processes for those involved in studying and teaching. The faculties can specify the content of the criteria in accordance with the respective subject culture. The catalog is continuously developed by the central bodies of OVGU and adapted as necessary.

It is divided into five subsections with the overarching characteristics:
