The tasks and responsibilities of the individual units and committees are set out in the Higher Education Act of the state of Saxony-Anhalt and the university's basic regulations and are further differentiated for the area of teaching and learning by the quality statutes. Quality measures in the area of teaching and learning are generally the responsibility of the faculties and deaneries as well as the Senate and Rectorate. At Rectorate level, the organization of studies and teaching is the responsibility of the Vice-Rector for Studies and Teaching and, at faculty level, the Dean of Studies. Both can delegate tasks arising from this responsibility.
In addition to the established central and decentralized committees, quality officers have been introduced at central (central quality officer, ZQB), decentralized (faculty quality officer, FQB) and student level (student quality officer, SQB). This ensures that there is a dedicated contact person for all matters in this area in each faculty as well as at central level and for the student group. Together, the quality officers and other members (representatives of the ZLB/ZWW) form the quality officer working group, which meets regularly and prepares the reflection and further development of the system for the relevant committees in addition to a continuous exchange at working level.
The partners are also directly involved in the QES. These include, in particular, the central institution Center for Teacher Education and the Center for Continuing Academic Education as well as the Otto von Guericke Business School for the degree programs that are relevant to them. Regular reflection of the degree programs by external experts is also fundamental. To this end, a regular and binding exchange with the cooperating universities as well as representatives from academia, professional practice and alumni and the respective ministries responsible for regulated degree programs is an integral part of the QES.
